In
the reference cited, the Deputy Comptroller and Auditor General,
New Delhi,
New Delhi has informed that with the emphasis of e-Governance and implementation
of good Governance framework using Information Communication Technology as a
Catalyst, major investments are being made for
Information Technology
Systems /
Projects by the Central Government or funded by multilateral agencies such as
World Bank / ADB etc. It has been
decided by the C&AG to encourage audit participation in the IT vision and
mission projects involving an investment of more than Rs.10.00 Crores and
above.
Therefore, Government
after careful examination of the issue have decided that the Audit of accounts
of such IT Projects / systems have to be referred to the Accountant General,
Andhra Pradesh, Hyderabad, at three
stages listed below :
1)
After the work of the
system design is completd but before the computer programmes are written
up;
2)
After the computer
programmes are written up and tested and new system is
introduced;
3)
After the system is
introduced at pilot stage but before it is replicated.
All the Departments of
Secretariat, Heads of Departments etc. are requested to entrust the Audit of
accounts of such Information
Technology
Systems / Projects related to them, which are now under consideration /
execution, involving an investment of more than Rs.10.00 crores and above to the
Accountant General as and when he takes up the regular
audit.
All
the Spl Chief Secretaries to Govt. / Principal Secretaries to Govt. /
Secretaries to Govt. are requested to issue suitable instructions to all the
concerned immediately.
