ORDER:
The question of securing economy in expenditure on Government Vehicles by effecting curtailment of expenditure on frequent repairs and reduction in consumption of petrol and proper maintenance has been examined and certain guidelines were prescribed vide G.O. 1st read above.
2. In the Memo 2nd read above, instructions were also issued on the procedure to be adopted and speedy disposal on the condemnation of Government Vehicles to all the Head of Departments and Departments of Secretariat.
3. Certain difficulties have been encountered in the process of condemnation/auction of old Government Vehicles and in order to overcome these difficulties. Government have reviewed the existing procedure with a view to improving it.
4. In supersession of the orders issued in the references 1st and 2nd read above, the following revised guidelines are issued:
(i) The existing running period of the vehicles which is 10 years old and 1,50,000 K.Ms, run will be raised to 15 years and 2,50,000 K.Ms., run respectively.
(ii) After this period or usage, the Vehicle will be deemed to have become unserviceable and it for condemnation. Accordingly it will be disposed off by the user Department through public auction and no formal condemnation order will be required from any authority/Department Agency to dispose of such vehicles. Hence the existing system of condemning the Vehicles and getting the approval thereof is hereby abolished. The vehicles after completion of 15 years and 2,50,000 K.Ms., run would be straightaway put to public auction by the user Departments by giving due publicity. The upset price of such vehicles will be fixed at 10% of the original cost of the vehicle without seeking any valuation certificate from any Department or Authority.
(iii) The auction will be held twice in a year i.e., August and February in the R.T.A., Office at Head Quarters as well as in the Districts. It will be the responsibility of the user Departments to get these vehicles auctioned and no permission of the Government or any other Authority is required for auction or disposal of such vehicles.
(iv) The existing vehicles numbering 69 available with the General Superintendent, P.W. Workshop for which permission has been requested from the Government will be straightaway put to auction on as-is-where-is condition by giving due publicity by the General Superintendent, P.W. Workshop, in the second week of August 1997 by following the above mentioned procedure.
(v) Subsequently, the auction will be regularly held in the Districts well as in the State Headquarters in the R.T.A Office and the vehicles after completion of the utility period will be sold in these auctions.
(vi) The concerned user office/officer will take necessary action to see that the auction is conducted in a transparent manner by giving due publicity in the local newspapers.
5. All the Departments of Secretariat and all Head of Departments are requested to take immediate action for implementing the above decisions.
6. All the Departments are also requested to give suitable instructions to their sub-ordinate offices in the Districts to follow the above guidelines with immediate effect. No. of vehicles which are going to be sold must be reported. All the departments must report the number of surplus Drivers among out of them to the District Surplus unit.
7. This order issues with the concurrence of Finance and Planning Department vide their U.O.No.27900/644/EBS-1/97, dated 25-7-1997.
